General Steven Coe Bowling was the Director of Central Intelligence under President Carl Preston. He succeeded William Sessions III, who was mired in scandal after it came to light that the CIA was conducting covert operations to undermine the governments of the Pueblo Corporate Council and Sioux Nation.
He served as an enlisted soldier in the Army from 2026 to 2028, when he was discharged. He returned to the Army in 2030 and began and remarkable and meteoric rise up the ranks. He was considered a non-political choice to replace Sessions.
General Bowling re-emerged in 2057 when he was appointed to serve on the Scott Commission following the assassination of President Dunkelzahn on the evening of August 9, 2057, the day of his inauguration following his victory in the UCAS Presidential Election 2057.
