I also couldn't find him. Not on p.85 and not in the list of elf-, nightspot- or magic encounters. - Seems to be completely non canon.

- This one is on me. According to the revision history I accidentally assigned the wrong abbreviation when I changed the referenced source to the src template by omitting a "b". So it became ss instead of ssb. The bar is in the Seattle Sourcebook, the guy might be too. Sorry. :)
